The parts folder in my possession has an image a part listing for foglights and it is pre-GT
Reading my parts books I have deduced that they were for optional for Japanese domestic sales only and not for export models. Somebody with a brochure printed for export models may be able to confirm.
They're actually foglights as the bulb is 23 watt on PR20's. 35 watt PR90. 21 watt PR91.
