Rodeo starter in a 1600 Luv/Bellet Engine

Im trying to fit a starter from a 2.6 Rodeo ??? to an old 1600 Luv engine (not a G161 Gemini Engine)
It all fits and works well but the starter wont disengage from the flywheel.
Does anyone have any ideas to why this is? It engages well , mesh's well and turns over good.
Heres some pics to help understand what im doing.
